To: The Honourable Aziz Akhannouch, Prime Minister of the Kingdom of Morocco

Sir, for decades, the Government of Morocco has pursued an outdated, indiscriminate, ineffective, cruel and inhumane violent dog control policy.

Individuals acting on behalf of your government, tour the streets, shooting and poisoning the dogs.  Both practices result in the dogs suffering considerable pain and a lingering death.   Both practices are rightly banned in most countries of the world.  Dogs are also being caught with ‘tong-like’ implements, which have a painful debilitating effect, before being flung into vehicles with other terrified animals, where they are then taken to facilities to be inhumanely killed.

In addition to the animal cruelty and related human dangers, are the harmful effects it has on those that are unfortunate enough to witness such harrowing violence. Now, as a result of growing concern over the psychological wellbeing and moral development of children, it has become a major focus of the UN Committee on the Rights of the Child (UNCRC).  So much so that on the 18th September 2023, the UN Committee issued General Comment 26, which includes the words “Children must be protected from all forms of physical and psychological violence and from exposure to violence, such as domestic violence or violence inflicted on animals”.  Morocco is a signatory to the Convention.

Morocco is hoping to co-host the 2030 FIFA World Cup.  FIFA places an obligation on any nation which seeks to stage a tournament, that it must comply with international Human Rights.  As a result of Article 19 of the UN Convention on the Rights of the Child and UNCRC General Comment 26, Morocco’s inhumane and violent killing of homeless and owned animals is non-compliant.  Therefore, we expect FIFA to fulfil its obligations.

Furthermore, Morocco’s involvement in extremely ‘cruel dog killing’ practices, which it hides from international tourists, presents a major reputational risk to the Moroccan tourism brand.

An offer has been made to your government by the respected International Animal Welfare and Protection Coalition (IAWPC) to use its extensive knowledge and expertise, to help the Government of Morocco bring an end to the current inhumane, indiscriminate, ineffective, horrific and violent dog killing programmes and replace them with a ‘National Comprehensive Humane Dog Management Programme’.  Not only will this be good for the dogs, but also for the country and people of Morocco.

Therefore, as signatories to this Petition, we respectfully urge your government to end its inhumane violent dog killing programmes and accept the IAWPC offer of help and introduce a ‘National Comprehensive Humane Dog Management Programme’.

Yours respectfully,
Les Ward MBE
Chairman, IAWPC

Morocco have been chosen, along with Spain and Portugal, as the only bid for the FIFA 2030 World Cup. This bid will go to the final FIFA vote on December 11th 2024.

Morocco are violently killing the free roaming dogs in an attempt to impress FIFA. 3 MILLION dogs are at risk.

The methods of killing include poisoning with strychnine either through directly injecting into the dog or through placing it in food. Government mandated gun men cruise the urban and rural areas of Morocco, day and night, with rifles and pistols and shoot dogs. They rarely get a clean shot. The dogs are left to bleed out, often thrashing around and screaming in agony. Their bodies are often left to rot where they fall. Dogs are also hunted down and trapped with medieval clamping devises and thrown into the back of trucks with other terrified dogs. These dogs are taken to be killed in ‘fake dispensaries’. They are either burned in incinerators or taken and dumped in mass graves. Not all dogs are dead when dumped.

This violence is public and seen and heard by children, citizens and tourists.

The United Nations Committee on the Rights of the Child are concerned about children being exposed to this type of violence due to its harmful effects. On September 18th 2023 they issued General Comment 26;

'Children must be protected from all forms of physical and psychological violence and from exposure to violence such as domestic violence and violence inflicted on animals'.

FIFA know all of this.

The International Animal Coalition are calling on FIFA to condemn this violence and demand Morocco stop this killing immediately, or risk being withdrawn from co-hosting the World Cup.
